Public Administration, Public Management & Policy

Anis Ben Brik teaching a seminar room of participants at the International Summer School on Gulf Studies
Teaching at the International Summer School on Gulf Studies, Ibn Haldun University, Istanbul, July 2026.

Teaching qualification: Executive Certificate in Higher Education Teaching, Derek Bok Center for Teaching and Learning, Harvard University.

My teaching focuses on public administration, public management, policy analysis, policy evaluation, administrative performance and governance. I teach across core MPA areas, combining theoretical foundations with applied methods for analysing public organisations, policy processes, programme performance and institutional change. My teaching also addresses emerging challenges in digital governance and AI in the public sector.

I teach in English, French and Italian, and have taught in the United States, Canada, France, Italy, Switzerland, Qatar, Singapore, China and the United Arab Emirates.

Teaching is organised around cases from government practice: programme design under capacity constraints, evaluation systems, performance management and the regulation of AI. Students work with administrative data and policy documents from the Middle East and North Africa and the Global South.

Learning with policymakers

I bring the practice of government into the classroom. Ministers, ambassadors, parliamentarians and chief executives join my courses as invited speakers, and students question them directly on the decisions, trade-offs and constraints behind the policies they study. Recent guests include Mr Taimur Saleem Khan Jhagra, former Finance and Health Minister of Khyber Pakhtunkhwa, Pakistan, and Dr Bala Yusuf Yunusa, Senior Technical Advisor at the Presidency of Nigeria.

I also take students to the institutions themselves. In April 2025 I led twenty Master of Public Policy students to the Shura Council of Qatar as part of the Comparative Public Policy course: presentations on the Council’s role in proposing laws and overseeing the executive, and on its contribution to sustainable development, were followed by students’ questions and a tour of the Council.

Learning is student-centred. Sessions are built around discussion, case analysis and students’ own work with administrative data and policy documents, and students test their analysis in exchange with the practitioners they meet.
